Which of the following most accurately describes the problem?

an amendment was being introduced to allow vehicles of a gross vehicle weight of 3_5 tons to be exempt from the MoT heavy vehicle testing scheme.

Would you clarify the position as to whether this amendment is now in force and, if not, when is it likely to be?

AWe think there is some confusion about

the concession for vehicles not exceeding 3.5 tons gross plated weight. The regulations which should come into force on October 1 this year will exempt all vehicles exceeding 30 cwt unladen but not exceeding 3.5 tons gross plated weight from carriers' licensing and operators' licensing (the under-30cwt models are already exempt under the Transport Act). We know of no proposed amendment to the plating and testing regulations to take account of the 3.5 tons limit. So far as we are aware, vehicles over 30cwt unladen will still be required to take the heavy goods vehicle test at Ministry stations.
