Which of the following most accurately describes the problem?

• During the hearing of an application by Central Metals, of Leeds, at Leeds last week, the LA, Maj.-Gen. Sir John Potter told Mr. •Styring, a director, that a letter in support referred to "fuel in bags", whereas he had only applied to carry "coal", and likewise another letter from S. G. Lockley (Engineering) Ltd., Leeds, referring to "Iron and steel fabrications" was, in his opinion, not covered by the iron and steel condition applied for. Sir John said iron and steel fabrications has a wide meaning and although he did not interpret the law, he felt a further application was necessary to cover the fuel and the fabrications.

Central Metals sought a new B licence for one vehicle conditioned: "coal within 60 miles of Leeds PO, building materials, ferrous and non-ferrous metals, iron and steel, within 150 miles of Leeds PO." The radius for building materials had been later amended to 50 miles and the application was unopposed.

In evidence Mr. Styring said he was a scrap metal merchant and wished to keep the vehicle, at present on C licence, fully employed.

A director of Norfolk Salvage Co.. of Sheffield, Mr. A. Mosley, told the LA it dealt in iron and steel and non-ferrous metals and at the moment were "stuck for • transport". The business was growing and it was a problem getting suitable transport, mainly to carry brass, copper and gunmetal, A licence was granted with conditionscoal in bags and building materials 50 miles, ferrous and non-ferrous metals and iron and steel 150 miles.
