Which of the following most accurately describes the problem?

• The Scottish LA, Mr. A. B. Birnie, heard an application by Freightliners Ltd., at Glasgow on Tuesday, to vary its Edinburgh-based A licence by adding three artics and to vary its Glasgow-based A licence by adding 20 artics, all to be acquired. Freightliners dropped an application for additions at Coatbridge because it claimed customers there were using their own transport to a major extent. Objections to the Glasgow and Edinburgh applications were withdrawn prior to the hearing.

Mr. Alec John Powell, traffic and projects officer, said the basis of the required increase was an expansion of existing services, losses on sub-contracting, the commencement of new services in October and the need for reserve vehicles for maintenance, repairs and other duties.
