Which of the following most accurately describes the problem?

THE FIRST 18 of the transport volunteers recruited by CM for Save the Children Fund famine relief work in the Sudan arc now all hard at work.

Freelance photographer Caroline Penn has just re

turned from the Sudan, where the first six volunteers were already working from Khartoum, Kosti and Nyala meeting the needs of 1.3 million people in Darfu province.

They are driving food convoys and servicing a fleet of 130 trucks being used by the Save the Children Fund, and theirs and more recent arrivals' expertise is being put to use in finalising the specification and equipment of vehicle workshops in the area.

Since Penn visited the country, eight more drivers, three mechanics and a recovery specialist have flown out to strengthen the team.

Their planned departure earlier last month was delayed by an air traffic controllers' strike in France.
