Which of the following most accurately describes the problem?

• After months of work a working party of the Road Haulage Association has presented a report to the National Council which has also been circulated to areas suggesting a new structure for the Association. It is understood that the proposals would mean reducing the number of areas from 15 to around 12, bringing them into line with the boundaries of the DoE traffic areas.

If this were the case the three areas serving Yorkshire would be merged and there could also be changes in both Wales and the North West areas. Another fact which may have influenced the working party is the varying levels of financial stability between districts and any reorganization could mean a levelling out of the finances in all areas. The report was considered by the National Council last week but nothing will be released officially until after the areas have had a chance to consider the report and consult their members.

• Perkins Engines and. Volvo are to establish a diesel engine building plant in Peru. Perkins is to produce each year up to 10,000 units in the 40 to 140 bhp class while Volvo expects to produce 5,000 engines in the 160 to 250 bhp range.
