Which of the following most accurately describes the problem?

/ Shadow transport spokesman John Prescott looks set to campaign for tougher enforcement in the road transport industry following a meeting this week with the Transport and General Workers Union.

The union is to gather evidence on the level of law breaking. If Prescott is convinced there is a case he is expected to publicise the issue in an attempt to push the Government for more money for enforcement.

George Douse, TGWU road transport officer at Hull, says: "The proof of the pudding is in the roadside checks. When the police mount them we see an increased proportion of irregularities... It seems that at some point they all bend the rules."

Douse is also opposing a plan by US-owned International Technology Europe to build an incinerator in his area which would involve about 40 loads a day of toxic waste being carried through the streets of Hull. "Part of the reason that we oppose the building is that people in road transport are bending the rules," says Douse.
