• A farmer's plans for a 280vehicle truckstop on the MI in Leicestershire were dashed last week, three months after the Government announced its intention to deregulate the motorway service network.
Bill Hines appeal for a Elm truckstop at J23A near Kegworth was rejected by the Department of Environment on environmental grounds. His original application for driver accommodation and a resting and feeding area for livestock was turned down in March by the North West Leicestershire District Council.
Hine, who says he has spent £10,000 on planning the development on his farmland, might put an amended application forward to the council. But the council, which admits there is a need for some form of lorry parking in the area", says it is unlikely another bid will be accepted: "Whatever the size of the truckstop it would be to the detriment of the area's natural attractiveness.'
