Which of the following most accurately describes the problem?

HULlS need for a Humber bridge was emphasized last week at the annual dinner of the Hull and East Riding area, Yorkshire division, of the Traders Road Transport Association by Mr. N. Mower, of the Metal Box Co. "In proposing that we push for a bridge ", he said, "I would point out that even as recently as two days ago the BBC put on a programme on the potential of the Humber area." (In private discussion after the dinner an Essex trader told The Commercial lb/or that a bridge toll even as high as £2 would still be an economic proposition for him.)

Commenting on the recent merging of Leeds, Sheffield and Hull into one county division. Mr. H. R. Featherstone, national secretary of the TRTA, said that Yorkshire would now be able to make a serious impact on transport policy, something which it had never succeeded in doing in the past.

Referring to the increasing complexity of transport problems, Mr. Featherstone said that he was baffled that so many businesses could afford to ignore their transport needs and stay out of the TRTA.
