Which of the following most accurately describes the problem?

• A database to help business prepare for the Single European Market set for completion in 1992 has been launched by Lord Young, Secretary of State for Trade and Industry.

The database, called "Spearhead" is full of information on the single market, including those measures agreed by the European Community but not yet in force; measures under discussion; and proposals which the European Commission says it intends to table between now and 1992 — the target date for completion of the single market. Full texts of relevant Community legislation can be called up.

Speaking in London at the launch of the new database, Lord Young said: "There is, I believe, no equivalent anywhere else in Europe. But this is only the beginning. The Spearhead database will be progressively developed and extended. We will now be looking at ways in which the core of information can be augmented."
