Which of the following most accurately describes the problem?

AWe are not aware of any exempiion to

legal restrictions on drivers' hours applying to a public utility. As a result it would seem that drivers of public utility vehicles attending an emergency would be bound by the regulations governing the hours of work of drivers.

In the event of such an emergency, however, there would presumably be a team of men involved rectifying the breakdown. If that were so it would seem that at least one should be available to drive without contravening the law because he had not previously driven during the day, assuming the emergency arose at night.
