Which of the following most accurately describes the problem?

• Haydockbased Michael Tracey, trading as Mike Tracey Transport, has appeared before North Western LA Martin Alhu following convictions for drivers' hours and tachograph offences.

Tracey had applied to renew his licence for three vehicles.

Admitting that he and a driver he had employed had been convicted of various offences in May 1990, Tracey said that though he had declared the convictions on the renewal application form, he had not appreciated that he needed to inform the LA at the time.

The offences occurred when he had just bought his second truck and things had got a bit out of hand.

He had experienced trouble with the drivers he had employed and had found that he should stay away from drivers he knew personally, as they tried to take advantage.

Questioned on a complaint about unauthorised parking, Tracey said that that had been a driver he employed who had taken his vehicle home at night.

Albu took no action and renewed the licence for five years.
