Which of the following most accurately describes the problem?

the percentage increase since 1961 in the cost of getting to work in your town by public transport?" This was one of the questions asked of local authorities by the British Road Federation in 1963 as part of a survey of car parking and other ancillary provisions.

Of the authorities approached, 31 per cent gave no answer but, of those who did, 85 per cent put the increase at over 10 per cent, and 57 per cent assessed the increase at 15 per cent or over.
