Which of the following most accurately describes the problem?

• Dairymen Husband Bros (Cardiff) escaped disciplinary action against its 11-vehicle licence after it assured South Wales Licensing Authority Ronald Jackson that a computer system has been installed to prevent a repeat of overloading offences.

For the company, Roger Craddick said there had been one overloading offence in November 1984 and another in 1985. although the latter was not dealt with by the magistrates until March 1986.

The problem was caused by the great variety of different dairy products carried in the vehicles by driver salesmen. Each driver took his own orders and with different products it is difficult to calculate the weights. The company has overcome the problem by adopting a computer system that records the weight of every item being loaded.

Owen Husband, the director who holds a Certificate of Professional Competence, said it was necessary to incorporate the weight of every item sold into the computer programme over two years.

Jackson said he was impressed with the evidence. This is a responsible company that takes its business very seriously.
