Which of the following most accurately describes the problem?

II North Eastern deputy LA Mark Hinchliffe has revoked the nine-vehicle licence held by Marjorie and William Moore, trading as Glendale Transport, of South Shields, following William Moore's convictions for handling stolen vehicles.

Gary Hodgson, representing the partners, told the DLA that the question was whether two counts of the same offence could he counted as a "serious offence". This would automati

cally lead to a finding of loss of repute. But the DLA considered that there was more than one "serious offence" and said he had to weigh up whether sufficient time had elapsed since September for the convictions to be disregarded.

Hinchliffe said that it is not likely that he will be able to disregard the convictions until a period of at least two years has elapsed since the date of conviction.
