Which of the following most accurately describes the problem?

BRITISH carriers taking traffic into France now have to pay 161 per cent tax on the transport price over the French portion of the journey. This follows the introduction of an added value tax to replace the French general tax and the long-range surtax on road transport. The new tax will not be borne on transit carriage or on export traffic from France.

Where documentation does not establish clearly how the rate is split up the tax will be reckoned on an appropriate proportion of the total mileage.

On Tuesday the RHA international group is to consider the results of the first three months' operation of the bilateral agreement establishing a quota system for goods vehicles travelling between Britain and Western Germany. One proposal likely to be put forward is that the Ministry of Transport should resume the practice of granting period permits to operators making frequent journeys. L. G. Harper has been appointed an executive officer of the Road Haulage Association in place of R. H. Insoll who has left the Association (CM, December 22). Mr. Harper was previously an executive with E. E. Howes Transport Ltd., Enfield.

His duties will include that of secretary of the RHA education and training committee, licensing committee, and the express carriers and car transporters groups. As part of a series of changes, following the departure of Mr. Insoll, R. P. Duffy has taken over the work of the international group.

Peter Wilson has been promoted from senior inspector to chief inspector of the Traders Road Transport Association's maintenance inspection service. Edwin Mitchell (North Western), Ken Hunter (Scotland), Gary Barker (West Midland), and Harold Armitage (Yorkshire), have been appointed senior inspectors.
