Which of the following most accurately describes the problem?

• Thirteen van drivers at Shropshire-based Floor Shield Unit, a division of Laundry Craft Linen Services, have been told to sign forms making them liable for 15% of the cost of any vehicle damage they cause.

However, general manager Don Pilgrim has told CM that the forms were merely set up to scare drivers who have caused £12,000 worth of damage to vehicles in the past six weeks. He hopes the fright will make them slow down.

Pilgrim adds that he has no intention of implementing the scheme, which also offered drivers a bonus of E200 if they completed a year without damaging a vehicle. He claims to know of companies who do enforce such schemes but is concentrating instead on internal training schemes.
