Which of the following most accurately describes the problem?

RECOMRECOMMENDED charges for undue delays to road vehicles were approved last MENDED by the national council of the Road Haulage Association. The intention is to provide a guide for those amongst the 17,500 members of the Association who do not already have demurrage schemes of their own, The Association considers that an allowance of not more than 15 minutes per ton for loading or unloading a consignment is reasonable. For any longer period the following hourly charges, with a minimum of 15s., should be made according to the weight of the load.

With a consignment weight of up to and including 6 tons, the recommended demurrage charge is 15s. per hour; more than 6 and including 10 tons. 20s.; for more than 10 and including 15 tons, 25s,; and more than 15 tons, 30s.

These demurrage charges are recommended for all delays whether they occur at a factory or warehouse or other premises, or at the docks. It is pointed out by the R.H.A., however, that a scale of charges to cover every possible situation is not practicable, and that where special circumstances apply because of the class of traffic, the distance covered or for any other reason, the precise terms must be settled between the haulier and his customer. Additional compensation might be necessary to cover such costs as trans-shipment, warehousing, and re-delivery where the delay

is prolonged beyond the day of arrival at the destination.

The R.H.A. emphasizes that the recommended charges do not represent the total loss incurred by an operator whose vehicles are held up unnecessarily. He would much prefer to have the use of the vehicles rather than receive compensation, and it is hoped that the general application of demurrage charges will be a substantial deterrent to those persons responsible for undue delays. It is considered, too, that further action should be taken to reduce delays. The turnround campaign conducted as the contribution of the road haulage industry to National Productivity Year is to be resumed, and discnssions are taking place with trade and industry and with port authorities and other parties.
