Which of the following most accurately describes the problem?

• The Freight Transport Association is distributing a code of practice to ensure the safety of delivery drivers on farms in conjunction with farming unions and other agricultural supply bodies. The guide has the backing of the Health and Safety Executive. While most farmers operate safely, some farms pose hazards and even life-threatening risks to delivery drivers. Some farm owners and operators do not understand that they have a legal obligation to ensure the safety of visitors to their premises. Most of the code covers common-sense measures that farmers should follow to maximise safety. These detail the need for liaison with the supplier, potential hazards and essential precautions. Many problems arise because there is a lack of communication between lorry and farm operators. This is essential to make sure that access is suitable for the type and size of the delivery vehicle and that drivers are made aware of local dangers, such as overhead power lines. The guide also covers areas such as safe loading and unloading, equipment and the control of livestock.
