Which of the following most accurately describes the problem?

DR JOHN GILBERT, the Transport Minister, said in the Commons last week that he hoped to make a statement shortly about coaches using the outside lane of three-lane motorways.

Since a double-decker motorway coach overturned earlier this year the Minister has been examining the questions of speed limits and lane use for coaches on the motorway. As there have been no other significant motorway coach accidents it seems unlikely that the Minister will seek to impose stricter regulations.
