Commenting that "one man's bus lane is another man's obstacle" he criticised the continued failure of London's authorities to provide roads for the goods traffic which was essential to the life of the capital.

Dame Evelyn Dennington, chairman of the GLC, said that London residents were going mad from the impact of traffic and its incessant noise. She added : "My constituents would readily string me up from a lamppost over the lorry problem."

It was, she said, just not possible to knock down half of London to make roads. The GLC had tried to get more freight on to rail and water, but the fact was that the lorry was the modern mode of movement.

The vital solution lay in improved vehicle design and the GLC was working closely with the IRTE, among others, on this. There had to be much greater liaison between local authorities and bodies like the IRTE. Meanwhile, there had to be break-bulk depots outside the city, even though smaller delivery vehicles meant more delivery vehicles.
