Which of the following most accurately describes the problem?

• Mr. Bob Brown, Parliamentary Secretary to the Ministry of Transport, gave a short. sharp "No" when the possibility of abolishing all fares on public transport was suggested in the Commons last week.

The idea came from Mr. Arthur Lewis (Labour, West Ham North), who advocated a feasibility study to find out the loss or saving which would result if there were no fares.

The saving on conductors, ticket collectors. tickets, accountancy and other services connected with the printing and issuing of road and rail tickets should be used to finance those services in part, said Mr. Lewis, with a national transport levy to meet the difference.
