Which of the following most accurately describes the problem?

• A 2s door-to-door bus service— believed to be the first of its kind in Britain—is to be introduced by London Transport on December 29 for Stevenage factory workers living in the Chells neighbourhood of the New Town.

Details were announced by London Transport this week. The new service, to be known as the Blue Arrow, will use two 72-seater front-entrance double-deck Fleetline buses painted in a distinctive blue and silver livery.

Blue Arrows will operate from Mondays to Fridays and journeys will be tailored to meet factory shift times, picking workers up in the morning at a pre-arranged point as close as possible to their own front door and setting them down some 12 minutes later at their factory. In the evening, the buses will be at the factories to take the workers home again, and special midday trips will be run for the benefit of those who want to go home for lunch. Every passenger on the new service will have a season ticket and will be guaranteed a seat.

Season tickets will cost £2 for four weeks, representing a daily cost of two shillings for the journey to work and back again. For those who wish to make use of the additional "lunch at home" facility, the season will be £3-3s a day for two return trips between home and factory. There will be a special lOs ticket for one week's travel available for all those who would like to try out the service.

The time and fare-saving advantages which the Blue Arrow will offer make it an attractive alternative to the private car. London Transport hopes that many Chells residents who at present go by car to the Industrial Area will try out the new service and become "regulars".

A London Transport spokesman explained: "If the service can be made sufficiently attractive for motorists, it is hoped this will be a step towards easing the peak-hour traffic in the town, which often upsets the regularity of bus services". It is also hoped that because of the friendly "round-the-houses" nature of the service, a "club spirit" will develop among regulars.
