Which of the following most accurately describes the problem?

• In anticipation of further problems arising from the stress placed on the need for higher maintenance of goods vehicles under the new operators' licensing system, a goods vehicle maintenance advisory committee has been set up in the South Eastern traffic area •to supplement the advice and assistance given by the various associations to their members.

In opening the inaugural meeting held at the Ministry of Transport offices in Eastbourne on November 17, Maj.-Gen. A. F. .1. Elmslie, South Eastern Licensing Authority, said that he had followed the activities of similar committees in other parts of the country with great interest and he felt it right and proper to support the new committee to the full. He stressed that under the new licensing system the onus would be upon the operator to ensure that his vehicles were kept in a safe and proper condition.

The terms of reference of the new committee are: O By encouragement and persuasion to improve the standard of goods vehicles generally in the South Eastern Traffic area. O To consider complaints and problems in connection with maintenance and endeavour in consultation with manufacturers and other bodies, to overcome difficulties in obtaining spares, and those caused by inefficient or defective parts.

O To make suggestions for improvements in vehicle construction and design to simplify maintenance problems.

O To visit and maintain close contact with manufacturers and suppliers with a view to the problems of both manufacturers and users being understood.

Represented at the inaugural meeting were the British Ready Mixed Concrete Association, BRS (Parcels) Ltd, the Freight Transport Association, the Institute of Road Transport Engineers, the Road Haulage Association and the Sand and Gravel Association. The first chairman of the committee is Mr. E. G. Baker (Bakers Transport (Southampton) Ltd.) and the first vice-chairman Mr. E. J. Peacock (Redlands Ltd., Dorking). The secretarial duties are shared by Mr. R. Flory, Dorking Motor Co. Ltd., and Mr. A. Simpson, Southern area secretary, RHA. Mr. Simpson's address is 86 High Street,
