Which of the following most accurately describes the problem?

• Changes in operators' licensing regulations made since the draft was circulated for comment earlier this year include the specific exemption from 0 licensing of snow-clearing vehicles used by a local authority—a point on which there had been some doubt. Several other tidying-up amendments (as well as the introduction of the NUR and GMWU as objectors, reported in CM last week) are evident in the final regulations.

The Goods Vehicles (Operators' Licences) Regulations 1969: SI 1636 came into operation on Monday, having being laid before Parliament on November 28. Costing 2s. from booksellers or HM Stationery Office, the regulations make provision for the introduction of operators' licensing and set out the manner in which it will take effect.

As stated in CM last week, the Ministry is sending a free guide to operators' licensing to all existing holders of carriers'

licences, to explain the new system in simple terms.

Other changes made since the draft was published include the following:

Regulation 2: This has been reworded to make it clear that an identity disc is needed for vehicles specified on a licence: formerly it referred to "authorized" vehicles. This gives effect to the Ministry's assurance that licence fees would not be payable for vehicles authorized on a licence until they were actually obtained and specified.

Regulation 3 and Schedule 1 (5): The exemption for "a motor vehicle constructed solely for the carriage of not more than seven passengers exclusive of the driver and their effects when adapted to draw or drawing a trailer, and any trailer drawn thereby" has been changed to read ''fifteen passengers."

Regulation 10: This has been considerably broadened, to give applicants and objectors specific rights of appearance and representation in public inquiries. It also obliges the Licensing Authority to give an unsuccessful, or partly successful, applicant and any objector a written or oral statement of the reasons for his decision.
