• North Eastern Deputy Traffic Commissioner H Anthony Richardson has reserved decision on Jacqueline Harrison's application, trading as Woods Removals, for a new two-vehicle national licence, following opposition from Bradford Metropolitan District Council.

Harrison's restricted licence was surrendered—this authorised the use of the same operating centre at Hill Top Lane, Allerton, Bradford. She had been operating for hire or reward and was advised to apply for a standard licence. She is operating under interim authority.

For the council, James Hinchcliffe said it considered the operating centre to be unsuitable on environmental grounds. The site is at the back of a semidetached house. Neighbours would be affected and highway safety would be prejudiced.

Harrison said she had operated from the site for six years and never received a complaint. Harrison's husband Cohn, who drives the vehicle, said that it could enter the yard, be parked and leave in a forward gear.

Asking the DTC to refuse the application, the council argued that there had been a material change as the licence was a restricted licence and Mrs Harrison was now applying for a standard national licence.

Richardson said that he could not refuse the licence if he was satisfied that a grant would not result in any material change.
