Which of the following most accurately describes the problem?

"LORRIES of a higher payload need not be larger, more road damaging or environmentally unsatisfactory." That opinion was expressed by Dunlop when it gave oral evidence at the inquiry.

Dunlop says it can move from 32 ton to 35 ton vehicles with no change in axles and with no increase of road damage. Dunlop's Dr Roger Williams said that rutting within wheel tracks, wet grip, spray and vehicle instability were major problems and in future lorry tyres could become more squat.

Dunlop's Nigel Parker said: "Anti-skid systems would add five to six per cent to operators' costs, but only 14 per cent of articulated vehicles have anti-skid protection."

Dr Williams admitted that the UK is lacking in certain facilities.
