EASTERN TRAFFIC Commissioner Geoffrey Simms refused to return two impounded vehicles after branding their owner a liar.

The TC said that Patrick Keegan of Ipswich was untruthful about his involvement with Express Eurofreight, the company which owned the trucks and which he ran.TheTC heard that on April 7th, a vehicle displaying an expired tax disc was held at Felixstowe Docks. Next day a vehicle carrying hazardous cargo without the statutory markings or a suitably-qualified driver was stopped. Both drivers were employed by Express Eurofreight, a company without a licence. In his defence, Keegan produced an agreement for the hire of the tractors to Express Eurofreight and claimed that the company took over the vehicles, trailers and drivers in December but he had received no payment.

He ended his relationship with Express Eurofreight in February and was unaware that the company did not hold an 0-licence. However, a traffic examiner and police raided Keegan's Hadleigh premises in April. Documents linking Keegan with Express Eurofreight were seized including business cards naming Keegan as managing director and invoices headed Express Eurofreight trading as PJ Keegan Freight Services.

Companies House records listed the director of Express Eurofreight as Victoria Allen.

Refusing to return the vehicles, the TC said the documents proved Keegan's absolute involvement with the running of Express Eurofreight. No one but Keegan ran Express Eurofreight, and Keegan knew the company had no 0-licence and never had.
