Which of the following most accurately describes the problem?

• Mr John Peyton, Minister of Transport, announced last week: "Following a thorough review by my Department of the need for crash barriers on the central reserves of motorways, I have decided that such barriers are to be installed. This will be a big task but the aim will be to install barriers on the busiest motorways, including the MI to Birmingham, by the end of 1971 and complete the installation on about 1000 miles by 1975."

Barriers will be installed on existing lengths of motorways in Wales as soon as possible; the 'work will start next year. Barriers will also be incorporated in future motorway schemes. At present there are two lengths of motorway in Wales, Port Talbot By-pass (4.4 miles) and M4 Newhouse-Tredegar Park (18.6 miles). There is already a central barrier along about five miles of M4 where the road is at two levels.
