Which of the following most accurately describes the problem?

• Manchester Passenger Transport Executive and Kirkby Central Group of Sheffield have formed a joint venture company called Kirkby Bus Sales and Leasing, to market Manchester's surplus single and doubledecker buses after de-regulation. Some 600 vehicles are likely to be involved, and will be sold to both UK and foreign buyers.

David Graham, Manchester PTE director general says the venture company "will maximise value to the PTE and also release the vehicles to the market in an orderly manner." Manches ter is currently one of the largest bus operators within the UK.

The new company will be looking to export according to Kirkby Central chairman David Mathews. "Similarly the vehicles are available within the UK for cash. HP, contract hire or leasing with re-livering and refurbishing built into the package if required". Part exchanges will also be considered.

Kirkby's Cohn Cowdery has been appointed managing director of Kirkby Bus Sales and Leasing, which will be based at Anston near Sheffield.
