Which of the following most accurately describes the problem?

TROLLEYBUSES on Reading Transport Undertaking's No. 16 service are to be replaced by motorbuses by the end of the year— subject to the approval of the South Eastern Traffic Commissioners. Otherwise, when the present Whitley Wood Road improvement scheme is completed early in 1967, costly new turning facilities would have to be constructed.

The replacement scheme will leave Reading with three trolleybus services, but the council has already agreed that these should be gradually run down in favour of motorbuses because of the cost of electricity.
