AThe holder of a licence need not be the

owner of the vehicle to which the licence relates. Vehicles can be operated under an agreement to hire where the vehicles belong to one party and the licence is held by another. The holder of the licence is then the hirer. Applications for hiring allowances are made in the same way as for other licences and the same application forms are used.
