Which of the following most accurately describes the problem?

COMMERCIAL vehicle manufacturers have lent less support than might be expected to the British Trade Fair, to be held in the Sokolniici Park, Moscow, from May 19 to June 4, next year. A majority view of the Society of Motor Manufacturers and Traders indicates that the trade considered i,t "too early to invest a great deal of money" in the project.

The fair, which is organized under the joint sponsorship of the Association of British Chambers of Commerce and the All-Union Chamber of Commerce of the U.S.S.R., will be followed by a Soviet Trade and Industrial Exhibition to be held at Earls Court, from July 7 to 29, 1961. Manufacturers who have indicated their willingness to take space (at a total cost of £3 10s, per sq. ft.) in Moscow include Rootes, Ltd., and Standard-Triumph Sales, Ltd. In the case of the former manufacturer, successes at Poznan fairs have given rise to the hope that sales in the Soviet Union may be increased by a further exhibition to be held in the Russian capital.

Vehicle builders who at present have not seen their way clear to initiating a sales drive in the U.S.S.R., take the view that the fair is an extremely expensive salesroom, that service facilities are not easy to provide, and that the actual cash transactions are not likely to be as rapid as might be expected.
