Which of the following most accurately describes the problem?

The Manchester Watch Committee would appear to be definitely opposed to any extension of motorbus facilities by private enterprise. The municipal trams continue to monopolize the centre of the roadways in the city and lumbersame horsed-lorries make 'dangerous the way of the pedestrians who seek to enter the trams by crossing the roadway from the pavement. Now that the Ministry of Transport has accepted the contention of the corporation as to the running of the buses of the North-Western Road Car Co. the watch committee seems disposed to pursue its policy of refusing to issue motorbus licences. Lancashire and Cheshire people appreciate the enterprise of the Lancashire United Tramways, ad,, and of the Altrincham District Motorbus Services Co., in providing efficient traffic arrangements in the outer suburbs. These two companies have applied for permission to run motorbus services from Warrington, Altrineham and Farnworth (near Bolton) intoManchester ; but the Manchester Watch Committee has declined to give sanction to the schemes.
