Which of the following most accurately describes the problem?

• Sheffieldbased H R Hodges (Demolition & Plant Hire) was this week planted two additional vehicles by North Eastern Deputy Licensing Authority John Hampton. But Hampton warned that it risks disciplinary proceedings over the maintenance of its vehicles.

The company had applied to add three vehicles and a trailer to its existing licence for three vehicles and two trailers, but reduced the application to two additional vehicles at the start of a Leeds public inquiry.

Vehicles examiner Ronald Uttley said he examined two vehicles and a trailer in January, placing an immediate prohibition on one vehicle for loose wheel nuts, a brake actuator bolt that was not fully tight and an air leak.

Director and company secretary William Hodges said that following the issue of the prohibition he had contracted to have the vehicles maintained by various dealers. Three new vehicles were still under warranty.

Gerald Strachan, the company's fitter, said the prohibited vehicle had just come off site. He had had insufficient time to check it over thoroughly before the vehicle examiner's inspection, but two new tyres had been fitted and he had assumed the tyre company had done its job properly.

Hampton said the licence expired on 3 May. Though he was prepared to grant the application as amended, it did not seem that the maintenance arrangements were satisfactory and he was going to ask the vehicle examiner to reassess the situation in six months.
