Which of the following most accurately describes the problem?

• Cleveland-based tanker operator Dennis Dixon has won the British Standards Institution's BS 5750 Part II quality assurance standard less than nine months after starting his own transport company.

Dixon, a limner ICI transport manager who now works for the company on a contract basis, says his is one of only six transport companies in England to achieve the standard.

He has also bought new premises in Middlesbrough, and recently took delivery of two new Magyar tankers and the first Dutch-built Hobur tanker in the area.

"We have been expanding very fast," says Dixon, "and we have a lot of new customers including Bush Beach, part of Segaso, Kronospan, the largest manufacturer of chipboard in Europe, and Cargofleet Chemical."
