A RECENTLY-ESTABLISHED Cardiff company has had its licence cut from six vehicles and four trailers to five vehicles and three trailers after an inquiry heard of a litany of offences including prohibitions, test failures and poor maintenance planning. Perfect Way (2001) had been called before the Welsh Deputy Traffic Commissioner Alan Jenkins.

Vehicle examiner Paul Davies said three immediate and two delayed prohibitions had been issued to the company's vehicles and there was a 50% initial failure rate at annual test.A subsequent maintenance investigation revealed no forward planning, with inspection intervals varying between two and 11 weeks instead of the stated six weeks. There were no trailer inspection records. Although the company owned two trailers, they were not in use and the company was hauling other people's trailers.Tachographs were not calibrated and there was no driver defect reporting system.

Traffic examiner Philip Jones said an analysis of 357 tachograph records revealed that just over 19,000km were unrecorded. The company was subsequently fined £1 ,300 with £25 costs. For the company, Ray Saltiel said director,"youngster" Anthony Escott, had tried very hard to put things right. Saltiel's transport consultancy had been engaged and the systems had beeetweaked" further. The systems had been in place but management had not been strong enough. Staff had been shown the Vehicle Inspectorate video, weaknesses had been explained, triplicate defect report books were in place and a new CPC holder had been recruited. His firm would continue to monitor the systems.

In cutting the licence the DTC said he was content there should be no difficulties in the future.
