Which of the following most accurately describes the problem?

• Skilled tanker drivers face losing their jobs because they will not be able to pass written exams demanded by new EC Hazchem regulations which come into force next month, according to oil industry distribution bosses.

Delegates at a conference organised by P&O Roadtanks say they have put some of their personnal through written tests and are "shocked" by the number of experienced drivers who failed. Many of the 30 delegates fear the exam could lead to a lack of experienced drivers. "There is a lot of concern in the industry that drivers will struggle to pass written tests — and if they don't pass, what do we do with them?", says Bryan Haworth, managing director P&O Roadtanks. He believes the problem is greater for oil companies than for his operation, in which not all cargoes are dangerous goods.

Drivers qualified under current Hazchem regulations have until 1 January 1995 to pass the new tests.
