Which of the following most accurately describes the problem?

NO MOVES are planned by the Government to get tachographs fittted to trucks In line with EEC regulations.

Britain is telling the European Commission, in reply to a letter of intent, that for social, technical and economic reasons it cannot fall into line with the Euro laws.

Regulation 1463/70 came into force for the original Six Common Market countries last year and required the fitting of tachos in newly registered vehicles and those carrying dangerous goods. It was due to be enforced in Britain on January 1 this year. The regulation also envisages the use of tachographs in all trucks by the beginning of 1978.

The Commission is unlikely now to start court action against Britain for not implementing the measure before the next Transport Ministers' Council meeting, which will probably not be until after the summer.

Britain's infringement is not high on the Commission's list of priorities. At the Transport Council in December there were proposals that if tachos were installed then the 450km limit per day would be redundant.

There are other points of dissatisfaction on the regulation and it is recognised that changes are in the offing.

Mr Jack Jones, TGWU general secretary, has invited members of an EEC working group to study methods used in the UK. Mr Jones has said that they would be likely to realise that tachographs need not be used in such a small island as Britain.
