Which of the following most accurately describes the problem?

• The advantage of applicants being legally represented in .traffic courts was highlighted at a public sitting in Leeds on Wednesday when the chairman of the Yorkshire Traffic Commissioners, Maj.-Gen Sir John Potter, refused an application by Hughes Coaches, of Castleford, for a new express licence to operate a football supporters' service between Pontefract and the Leeds United football ground at Elland Road, Leeds.

The application attracted objections from Ford's Coaches and Wallace Arnold Tours Ltd, which are established football special operators, and stage-carriage operator, West Riding Automobile Services Ltd.

The proprietor of Hughes Coaches, Mr Denis Hughes, was refused the application after giving very little evidence in support of the application.

Representing Wallace Arnold, Mr J. Mellor said that as the football special services offered by Wallace Arnold had always been able to cater for the passengers in the area there was no reason for another service to be operated in the same area. Hughes Coaches sought to carry only members of the Supporters' Club.

On refusing the application, Sir John said: "As there are no witnesses, letters of support or even a petition in favour of the application we feel that there is no case to grant the licence."
