Which of the following most accurately describes the problem?

• Hutchison Brothers, of Boreland, near Dysart, Fife, whose main business is the carriage of coal had its 0 licence authorization to operate 31 vehicles reduced by 10 at a Section 69 inquiry in Dundee last week.

Mr A. B. Birnie, the Scottish LA, said that since the 0 licence had been granted to the company there had been four immediate and three delayed prohibitions placed on vehicles. It was clear, he said. that vehicles had been used in a dangerous condition and inspections had either not been thorough enough or the frequency of inspections had not been great enough for the kind of work done.

Mr Birnie said that he also bore in mind that Hutchison had been before him nearly seven years ago, and that other operators throughout Scotland who had been in a similar position had, for the greater part, taken the lesson and had improved greatly.

The LA directed that the operator's margin of six vehicles should be removed, and that the remaining fleet of 25 vehicles should be cut by a further four.
