Which of the following most accurately describes the problem?

Hauliers in the north of England will be applying to Edinburgh for Operator's Licences in future, says the Department of Transport.

Following the announcement of the closure of Cardiff and Manchester Traffic Area Offices (CM 13-19 June), the DOT has issued the remaining Traffic Commissioners with maps outlining the boundaries to the new areas.

There is to be a consultation period, but insiders say the boundaries are unlikely to change. Cumbria, Durham, Northumberland, Tyne and Wear and the former Cleveland area will all be covered by Edinburgh. Elsewhere, Welsh hauliers will travel to Birmingham; Nottinghamshire hauliers will report to Cambridge and the South-East traffic area remains unchanged.

The Leeds TAO will cover North Yorkshire, Lancashire, Merseyside, Greater Manchester, Cheshire, West Yorkshire, South Yorkshire and the former Humberside.
