Which of the following most accurately describes the problem?

• The licence held by Auchinleck-based James Liddell, trading as Liddell's Coaches, has been renewed for two years only by Scottish Deputy Traffic Commissioner Ramsay Dalgety QC, and Liddell's bid to increase its licence authorisation from 20 to 29 vehicles was rejected.

William Brown, the Vehicle Inspectorate's Kilmarnock district manager, told of prohibition notices listing 52 defects since 1986. They included faulty brakes and an exhaust system contaminated with oil which was said to constitute a fire hazard.

Maintenance records showed that inspections had been carried out at irregular intervals, but he thought Liddell had been let down by his staff.

For Liddell, it was said the situation had arisen out of a personal crisis in 1989. Defects in the fleet peaked at that time.

Dalgety said he was persuaded that steps had been taken in the right direction. However, he warned that if there were a significant number of flaws in the future, action would be taken at the very least to reduce the number of vehicles.
