Which of the following most accurately describes the problem?

The seminar organized by the Institute of Materials Handling in London on April 29, gave us these ideas as to how a pallet pool might be operated: we should value the opinions of your readers as to whether they have any merit. Our ideas are: 1. That a pallet pool be operated in the same way as is a bank account—that you are entitled to draw out what you put in.

2. That a clearing house be set up to administer the movements of individual accounts— crediting deposits in one port, debiting withdrawals from another, fining for over-drawing. etc. 3. That' 'calls" are made on subscribers from time to time, in proportion to their deposits, to cover administrative charges, natural wastage of pallets, etc., in the same way as in the insurance world P. and I. Clubs are operated.

4. An alternative would be to establish the useful life of a pallet and require all deposits to be renewed when this period had expired.

5. Surely, pallet sizes must be geared to the size of containers; that is to say one dimension must be a useful factor of 8, and the other a useful factor of 10, J. WHITHOUSE, Shipping Manager, Tar Residuals Ltd., London, EC3.
