Which of the following most accurately describes the problem?

An inquiry was recently held at the Town Hall, Christchurch, into the -application by the Hampshire County Council to prohibit the use of heavy motor vehicles, such as coaches, lorries and road locomotives, on about 30 or 40 roads situated in the rural districts of Christchurch, Ringwood, Fordingbridge and the New Forest. It was explained that the restriction was not intended to apply to traffic occasioned by the ordinary users to and from places along these roads.

Opposition was lodged by various associations representing coach proprietors and owners of heavy vehicles, and it was suggested that the restriction would have considerable effect on the coach trips, particularly as regards the New Forest. The decision of the Ministry of Transport will be announced later.
