Which of the following most accurately describes the problem?

LASGOW CORPORATION has ruled that the new Clyde Tunnels cannot be used by vehicles carrying " dangerous substances ".

These are listed to Include petrol and paraffin, compressed gases and other substances. The T.R.T.A., the British Oxygen Co. Ltd. and Esso Petroleum Co. have all protested to Glasgow Corporation Highways Committee against the ban being included in the bye-laws which will govern the new tunnels. It is contended that these are too restrictive and should be amended.

Despite these representations, the Committee decided that the proposed bye-laws should stand. The Committee will ask the Secretary of State to confirm the bye-laws.
