Which of the following most accurately describes the problem?

THE NEXT few months promise to be packed with legislation. The Department of Transport's decision on road tax is due this month, followed closely by the draft Regulation for a 50 mph speed limit for lorries on major trunk roads and other revisions of speed limits, TIM COBB reports.

Added to these is the British Standards Institute standard on spray suppressants due out this month.

Speaking at a meeting of the Freight Transport Association's Greater London Division, Government transport spokesman Lord Lucas said that the DTp's consultation paper on road track costs and the structure of vehicle excise duty for lorries had brought in very constructive comments from the FTA.

The FTA's views included the allocation of track costs to the different classes of lorries and views on whether the so-called fourth power law represented a reasonable basis for estimating the road damage caused by different axle loads.

"Our consultation paper has resulted in much useful further comment. We expect to be able to announce our decisions on this early next month."

Lord Lucas thanked the FTA for waiting patiently for the promised introduction of the 50 mph limit.

Commenting on spray supressants, Lord Lucas said that solutions to the problem were emerging and that when the standard comes out this month consultations will begin almost immediately.
