Which of the following most accurately describes the problem?

THE ACTION to be taken on strengthening the Severn Bridge and improving access to South Wales will be unveiled by Transport Secretary Nicholas Ridley by the end of the month.

He told the Welsh Confederation of British Industry this week that he was ready to give the goahead for the £33m strengthening work that is expected to take five years.

He promised that sophisticated traffic control methods on both sides of the bridge would minimise disruption.

Mr Ridley promised to look at the question of upgrading alternative routes through Gloucester, but he gave absolutely no hint on whether the Government was going to start work on the possibility of a second crossing.

But he made clear to the Welsh businessmen that he wanted to settle the issue of the Severn crossing for the foreseeable future.

That could be an indication that the Government is not prepared to go for a second crossing, as any feasibility study would require.
