Which of the following most accurately describes the problem?

DISABLED PEOPLE around North Humberside have had their horizons widened by East Yorkshire Motor Services, which has converted a seven-year-old bus to carry them. It can accommodate eight wheelchairs as well as 23 able-bodied passengers, and is the only vehicle of its kind in the area.

The £3,000 that the conversion cost is money well spent. With all the seats in place the bus still runs on normal services, SO that maximum use is made of the capital investment.

As an NBC subsidiary, East Yorkshire had available the expert help of the group's adviser on travel for the disabled, Claudia, widow of Michael Flanders, who did not allow paralysis to affect his mobility and his great gifts as an entertainer.
