Which of the following most accurately describes the problem?

I MENTIONED recently the idiosyncracies of an American judge who made drunken drivers pay to advertise their shame in a local newspaper. Now I learn of one who offers the option of four years' imprisonment or a four-year course on a drug which, if taken with alcohol, may prove fatal — a sort of second-class death sentence.

Every convicted driver has so far elected to take the drug, which is accompanied by 30 nights in prison, with regular consultations with doctors and court counsellors, followed by 90 days of virtual house arrest. Oh death, where is thy stingo?
