Which of the following most accurately describes the problem?

• When Mr N. Wilson, a director of Neil Wilson of Airdrie, who operate five tippers, and Coatbridge Haulage Ltd—four vehicles — appeared before the Scottish LA he agreed that his system of vehicle inspection had been inadequate.

A vehicle examiner, Mr G. McCallum, said that either inspections had not been carried out properly or that the mechanics had been creating defects while carrying out repairs. He suggested that more regular inspections of the vehicles, which were five years old, were required. Between June and November 1971 the companies had been issued with five immediate and three delayed GV9s, showing a total of 43 defects. The vehicle examiner said that one of the vehicles had been in "an atrocious condition and had been scrapped rather than repaired".

The LA said that the companies' records were black and he reduced the combined fleets immediately from nine to five with a further curtailment of one vehicle from either licence from February 29.
